Professor Joseph Terlumun Utsev represents a powerful blend of academic rigor and practical governance, tracking a brilliant career trajectory from a standout student in Makurdi to a key figure in Nigeria’s federal cabinet. Hailing from the Buruku Local Government Area of Benue State, his journey began with absolute academic distinction. He graduated as the overall best student in Civil Engineering from the Federal University of Agriculture, Makurdi—now the Joseph Sarwuan Tarka University (JOSTUM)—before earning his Master’s and Doctorate degrees in Water Resources and Environmental Engineering from the University of Nigeria, Nsukka. This deep technical foundation laid the groundwork for a professional life dedicated to solving infrastructure and ecological challenges.

Before stepping into high-ranking political roles, Utsev built an enduring legacy in academia and institutional administration within his home state. He rose through the ranks to become a full Professor of Water Resources and Environmental Engineering at JOSTUM, directly shaping the next generation of Nigerian engineers through teaching and publishing dozens of acclaimed research papers. His administrative capability became further evident when he was appointed as the pioneer Rector of the Federal Polytechnic, Wannune, in Benue State. In this role, he masterminded the foundational academic and structural setup of the institution, expanding tertiary educational opportunities for Benue youth.

Transformative Engineering and Governance for Benue State

Utsev’s practical contributions to the development of Benue State reached a turning point during his tenure as the Benue State Commissioner for Water Resources and Environment. Confronting the historical problem of severe seasonal flooding and erratic water distribution, his ministry engineered critical interventions. Most notably, he drove the completion of the long-delayed Idye Basin Flood and Erosion Control Project Phase II. This major structural achievement significantly curbed the perennial flash floods that historically devastated homes and displaced thousands of families within the Makurdi metropolis.

His focus on localized infrastructure expanded when he transitioned to the federal level as the Executive Director of Engineering at the Lower Benue River Basin Development Authority. From this vantage point, he directed the design and construction of essential regional infrastructure, including rural roads, critical bridges, vital drainage networks, and widespread borehole projects that brought clean drinking water directly to underserved communities across Benue and neighboring states.

Elevating the Benue Legacy to the National Stage

Today, as Nigeria’s Minister of Water Resources and Sanitation under President Bola Ahmed Tinubu's administration, Utsev continues to champion policies that bring immense pride and direct development back to his home state. His national infrastructure drive includes the successful completion and commissioning of the Amla Otukpo Dam in Benue State, a project designed to permanently improve local water security and boost agricultural production. Furthermore, under his strategic leadership, the massive 460-megawatt Katsina-Ala Hydropower and Dam project in Benue is being aggressively pursued through public-private partnerships, a milestone poised to revolutionize the region's energy matrix and irrigation capacity.

His transformative work across the nation, grounded in the realities he first tackled in the Middle Belt, recently earned him international acclaim as the Best-Performing Minister of Water Resources in Africa by the Africa Water Conservation Platform. Through every stage of his career, whether in a university lecture hall, a state ministry, or a federal cabinet meeting, Professor Joseph Utsev has consistently used his engineering expertise to protect communities, build lasting institutions, and uplift the people of Benue State.
