Dr. Livinus Adzer Tsar is a distinguished Nigerian engineer, visionary political stakeholder, and accomplished philanthropist whose extensive contributions have left a lasting impact across Benue State. As a core ally of the Executive Governor, Rev. Fr. Dr. Hyacinth Alia, Dr. Tsar serves as a strategic pillar for political and developmental coordination within the region. 

He is the founder and convener of the Livitsar Support Group, a major grassroots mobilization network dedicated to championing the collective vision of Governor Alia and President Bola Ahmed Tinubu. His leadership and capacity have further earned him the mantle of APC flag bearer for the Vandeikya/Konshisha Federal House of Representatives seat.

Driven by a profound commitment to societal development, Dr. Tsar routinely deploys his personal resources to fund life-changing humanitarian initiatives throughout the twenty-three Local Government Areas of Benue State. His philanthropic footprint encompasses the installation of solar-powered motorized boreholes to provide clean water to rural communities, alongside the establishment of statewide vocational programs in specialized trades. These training initiatives are paired with direct financial startup grants to empower graduates, while his regular welfare programs deliver essential food supplies and aid to widows, traditional rulers, and vulnerable groups.

Dr. Tsar’s outstanding contributions to social work, poverty alleviation, and sustainable community development have earned him prestigious international acclaim. In September 2025, he became the first Benue indigene to be inducted as a member of the United International Peace and Governance Council. This milestone was celebrated at a summit held at the House of Lords in the British Parliament, where he was formally honored with an Honorary Doctorate Degree in Leadership and Governance by the American University of Peace and Governance, cementing his status as a global exemplar of impactful leadership.
